Wasp in its snuggy-hole

Found in a pavement in York. There were scores of these little nests, each appearing to house a single wasp. They were flying around, occasionally catching another wasp and dragging them inside, presumably to make sweet love.

I don't know what sort of wasp it is. If there are any keen entomologists on here, I have a couple of other pictures of the insect itself.
